Under the 1998 reauthorization of the Higher Education Act， the secretary of education is required to issue annual reports to the Congress on the state of teacher quality nationwide. Meeting the Highly Qualified Teachers Challenge is the inaugural report on this issue. This paper interprets the background， key points of view and main suggestions on American teacher preparation and certification reform and put forward some questions that need further studies about teacher quality and professionalism.
