A recently research in England shows early intervention is essential for children and young people (0-19) with speech， language and communication needs， which is a key to tackle communication difficulties. Moreover， the report made recommendations to improve services for children and young people with speech， language and communication needs. The Government published an action plan to improve the special educational provision for children and young people with communication difficulties.
