高雄市國民中學班級人數逐年降低之經費預估及解決策略

The Estimation of the Expenditure in Class-size Reduction in the Stage of Junior High Schools in Kaohsiung, and the Strategy to Implement It

教育部依2008年7月4日修正通過之「國民小學與國民中學班級編制及教職員員額編制準則」，規劃「精緻國教發展方案-國民中學階段」，自98學年度起國民中學一年級以34人編班，逐年降低1人，至102學年度降至每班30人，103-105學年度保持每班30人編班。本文以高雄市實施本方案前後所需經費增減情形作一預估比較，並據以提出「符合逐年降低班級人數之精神與維持98學年度之基本需求經費」之規劃，不僅98-105學年度八年合計基本需求教育經費僅需增加不逾1.3億元，且得以兼顧教育經費與品質之保障原則。

Ministry of Education proposes the plan of class-size reduction from 35 pupils to 30 pupils from school year 2009 to 2013， and during the school year 2014 to 2016 will also maintain class-size of 30 pupils. In this article， researcher analyzes and estimates the necessary expenditure in Kaohsiung city by implementing the plan above in order to find a strategy that costs less expenditure and still sustains the quality of education in junior high schools.
