電大圖書館建設與管理的探索

The Exploration on the Construction and Administration of Television University Library

围绕上海电大全面实施的”系统管理─质量管理─信息化管理”三位一体的”三位一体的”3M”教学管理模式综合改革，图书馆进行了一系列理论与实践模式的探索。主要包括：探讨电大图书馆在为教师教师与学生服务方面的特殊性，明确电大图书馆应定位于为远程开放教育提供学习支持服务；进而提出电大图书馆的发展目标是成为学校的资源中心、学习中心和服务中心，其手段是加强资源建设，创造服务条件；开展用户培训，提高应用能力；最终达到提高资源利用效率，增加访问指针的目的。同时，电大图书馆还应该调动各方力量，严格质量管理，提升图书馆服务的标准与层次。

SHTVU has been carrying out comprehensive reforms of teaching management models knows as “3M” which is shortened form of “System Management， Quality Management and Informatization Management”. The library of the university have been carrying through a series of explorations on the models of theory and practice around “3M”. The main investigations are as follows: We have discussed the specificity of service which TVU library supplied the teachers and students and we make clear that TVU libraries should give their orientations on offering learning support service to distance open education. We also suggest that the goal of TVU library be the center of recourse， learning and service of the university. we should take a number of means to achieve this : enhancing resource constructions and creating service conditions， developing user trainings and improving use abilities， raising resource use efficiencies and adding access numbers as last. And also， mobilizing initiative in every directions， tighting quality control and lifting the standards and levels of library services at the same time.
