This paper discussed significance of open education for the development. The paper first analysis the challenges faces the development and factor influences the development. Next it analysis the relationship between the education and development， and points out that the open and distance education is the better option for the development. In the end， the paper raises the problems of the open and distance education for development. And good practice for the it （includes the community multimedia centres-CMCs and school-on the air project）.
