近年来，网络课程作为重要的课程形式越来越受到人们的重视，广大教育工作者结合网络环境下的教学设计、系统设计、教学支撑环境设计等相关问题对网络课程的开发、设计及其应用进行了广泛而深入的探讨，在理论研究与实践应用方面取得了相当丰富的研究成果。但从网络课程的设计、开发与应用的现状来看，不难发现还有很多问题值得我们认真思考并作进一歩的探讨。本文从课程的基本理论出发，对网络课程设计与开发的基本思想进行探讨，以寻求网络课程设计与开发的基本指导思想。

With the rapid development of modern distance education， online course is becoming more and more popular. Combing teaching design， system design and supporting environment design for teaching in the net─based environment， educational researchers have already done some extensive and profound research on the developing， design and application of online course， and they have also made great achievement both in theoretical research and in practical application. Still， we found problems in the process of exploitation， design and application of online course. This essay will focus on the basic ideas on the base of the elementary theory of course， in order to find guidance to design and developing of online course.
