来华留学教育发展趋势与战略选择

Trends and Strategic Choices of Education for International Students in China

本文以对于经济社会发展、高等教育发展以及国际留学生发展的趋势分析为基础，预计2020年来华留学生将达到70万人，其中学历生的数量会持续增加，但学历生占来华留学生的比例不会有较大变化。2020年来华留学生仍以亚洲学生为主，但越来越多的其他洲的留学生也将选择中国作为留学目的国。应该确立政府主导战略，促进来华留学生教育发展。

Based on an analysis of the trends of economic and social development， higher education development and international students’ expansion， the total of international students in China is expected to reach 700000 in 2020. Although the number of diploma students will increase continuously， the proportion of them in all 700000 students won’t change significantly. In 2020， foreign students in China will still come from Asia mainly； meanwhile， China may be the destination of more and more students from other continents. We should establish the government-led strategy to promote the development of education for international students in China.
