国家发展战略框架下我国留学生教育的课题 ─ 从美、澳、新（加坡）的视点

Current Issues of Chinese International Students Education within the Framework of National Development Strategy：Comparison International Students Education in USA, Australia and Singapore

在经济全球化以及知识经济时代，高等教育的国际化成为必然趋势。留学生教育是反映大学国际化程度的重要指标。围绕着新形势下如何发展留学生教育，一些发达国家结合各自国情采取了不同的策略和发展模式。本文拟从分析美、澳、新（加坡）的留学生教育及现状着手，并结合我国实际，提出了有必要建立以国家创新和地区和平战略框架下的留学生教育发展模式。

A trend toward internationalization of higher education is an inevitable consequence within the context of globalization and knowledge─based economy. International Students Education（ISE）can be regarded as one of the important indicators for assessing internationalization of universities. Some countries have made different policies and formed different models for developing ISE according to their own condition. This paper firstly illustrates 3 cases of ISE in USA， Australia and Singapore respectively， then analyzes the present situation of ISE in our country， and finally puts forward a new model of ISE which should be developed in accordance with the strategies of the National Innovation System and regional peace maintenance.
