英文摘要 | Reforming the Secondary System is the necessary step in the transformation of a well─developed dynamic system. It needs not only the preparation of outside systems but also a well─established inside system. Only to analyze these systems profoundly and systematically, can we grasp the key issues in reforming the secondary system. In conducting the reforms, we should follow 6 principles, namely the cost─profit principle, the principle of justice, the principle of balance─of─concentration─and ─deconcentration, the principle of widely─ranged application, the principle of simplification, and the principle of variation. |
