试论我国国家助学贷款制度的设计缺陷及对策

Discussion about the Defects and Countermeasures of Chinese State-subsidized Student Loan System

由于毕业大学生还贷状况不佳，我国的国家助学贷款制度今年进入申贷两难的困境。造成这种局面的根本原因在于我国现行国家助学贷款制度的设计存在严重缺陷。因此，应采取减轻贫困大学生的还贷压力、建立健全信用评价体系及违约贷款的事后补救机制等对策来弥补现行国家助学贷款制度的缺陷。

As student borrowers default on their loans， the state-subsidized student loan system falls in the plight of the loans’ application and lending this year. The essential reason for the situation is the serious defects in the design of Chinese state-subsidized student loan system. Therefore， to further improve the state-subsidized student loan system some new countermeasures must be taken， such as the burden which students in economic difficulties in returning loans will take should be alleviated， a credit rating system and a subsequent remedy mechanism for defaulted loans should be established.
