北京大学研究生学费定价与资助政策研究报告 ─ 基于多因素市场决定论的院校个案

Setting Tuition Levels and Financial Aid Policy of Graduate Education According to Multifactor Market Deciding Theory：The Case of Peking University

本文依据多因素市场决定论，引入校内财政转移支付的概念，针对硕士、博士学习阶段以及学术性、职业性的不同学科特点完成北京大学研究生学费定价与资助政策个案，目的在于提供一种不同于成本补偿理论的参考政策模式。方案表明多因素市场决定论的实际执行方案操作简单，暂时不需国家增量资金投入，同时对于保证基础研究领域研究生源更加有效；也有助于院校建立提高学术及教育质量的内在机制，不断提高办学效率；有助于院校面向市场扩大职业性研究生培养规模，健全研究生教育中的激励机制。

This is the case study of tuition levels and financial aid policy of graduate education of Peking University according to Multifactor Market Deciding Theory and a new concept of Inner─University Transfer Payment. The policy is different from the one based on Cost─Recovery theory. Compared with the old one， the new action project is simple to understand and easy to execute. No more new fund from the government is needed， but the new theory show that the market force considering multifactor is useful to advance the efficiency of the whole graduate education in China.
