This paper approaches the construction and management of off─campus learning center of online education from the aspects of team construction， learning environment construction， system construction， services and quality；communication， and the cooperation and Win─win results. The aim is to make the construction and management of off─campus learning center more effectively and efficiently， playing an important role in learning community education system and learning organizing education system.
