Financial Investment in Public Education and Building a Country Rich in Human Resource

我国人力资源丰富、分布广泛，但公共教育经费长期短缺导致人力资源开发不足，建设人力资源强国面临重重困难。本研究探讨了公共教育投入不足的深层原因，从器物、制度、文化三个层面分析了加大公共教育投入、建设人力资源强国的路向与制度选择。

China is rich in human resources， and the talent is widespread geographically. However， the lack of financial investment in public education leads to insufficient development of human resource. Hence， building a country rich in human resources faces extreme difficulty. The root cause of lack of financial investment in public education was researched and discussed. The policy direction and institutional choice to increase financial investment in public education as well as construct the country with great manpower resources from three levels--[Utensils， System and Culture] was analyzed.
