英国科研评估制度国内外研究前沿

The Front of the Studies on the Research Assessment Exercise of the United Kingdom

20年来国内外学术界关于英国科研评估制度的研究大体上可以分为四个方面：科研评估的运行机制和影响因素、科研评估的数据结果分析、院校和学系的科研评估策略、科研评估制度的影响及改进。本文在概述这些研究成果的基础上，指出了其对中国高等教育的借鉴意义－政府与大学要良性互动，大学发展要以学科为中心，学科发展要进行战略决策。

In the recent 20 years， the studies on the Research Assessment Exercise (RAE) can be summarized as follows: the mechanism and the elements of RAE; the statistical analysis of RAE; the strategies in the levels of institution and departments; the consequences and improvement. Results show that RAE has great influences on all levels of the institutions in the United Kingdom， irrespective of positive and negative. This paper concludes with some implications and suggestions to Chinese higher education: to interact harmoniously between the state and universities; to concentrate on the disciplines in university and to make strategic plans in the development of university disciplines.
