建设高水平大学和世界一流既需要学校自身的不懈努力，更离不开良好的宏观环境和政策支持。要把全面贯彻落实科学发展观，深化改革的要求具化为有利于高等教育发展、高水平大学和世界一流大学建设的各项制度和政策。

Building high-level university and world-class university not simply depends on persisting effort by the university itself， but more on conducive macro-environment and policy support. Currently it is imperative to thoroughly implement the Scientific Outlook on Development and detailed requirements of the Reform， so as to establish on this basis， concrete institutions and policies for promoting the development of higher education， high-level universities and world-class universities.
