台湾建设”一流大学”政策的背景及内容分析

Taiwan’s Efforts to Build World-class Universities: Background and Strategies

对世界一流大学的追求无碍是世界高等教育自20世纪末期以来的摘要潮流之一。台湾作为世界高等教育体系的组成部分，同样选择了符合其自身需要的”一流大学”发展策略，激活了”发展一流大学及顶尖研究中心计划”。该计划的激活既是台湾提升自身国际竞争力的需要，也是台湾高等教育发展的必然结果。通过该计划，台湾社会明确了未来十年建设”一流大学及顶尖研究中心”的愿景和目标，建立了较为稳定的经费保障机制，同时也建立相对较为完善的评估淘汰机制等。这些机制的建立无碍会推动台湾高等教育国际声誉和地位的提升，也有利于台湾高等教育整体水平的改进与提升。

As an important trend of international higher education， the pursuit of the world-class university has become the common choice for many countries and regions. The same is true for Taiwan， China. Taiwan has also launched a plan to develop world-class universities and a best research region. The plan aims at maintaining and improving Taiwan’s international competition capacity， and it is also a result of Taiwan’s higher education development. This paper analyses the strategies of this plan， including the vision， objectives， and funding and evaluation mechanisms. The implementation of this plan will undoubtedly help to raise Taiwan’s international reputation in higher education， and to enhance the overall capacity of Taiwan’s education.
