高等院校、科學研究與國家創新

在知识经济时代，科学研究的作用以及高等教育机构的创新表现日亦受到关注。近十年来，高等教育呈现了新的发展特点：从扩大规模到多样化发展，从追求数量到提高质量，从国际化发展到区域化发展。在此基础上，大学的科研和创新环境也发生了很大的变化。根据大学科研和创新环境的发展趋势，以及OECD各成员国的经验，作者提出要扩大知识传播，增加科技人力资源容量，拓宽科研评估标准，完善政策框架，以增强高等教育机构在科学研究和创新中的作用。

The role of research and the innovation of higher education institutions (HELs) have attracted increasing attention in the age of age of knowledge economy. The past decade has witnessed the emergence of new characteristics of higher education: from expansion to diversification， from emphasis on quantity to quality， from interntionalisation to regionalization. In the context， the environment of research and innovation of the universities have also changed significantly. Base on experience from OECD members， this paper proposes that in order to strengthen the of HELs in research and innovation， governments should focus on improving knowledge diffusion， developing human resources， broaden assessment criteria， and improving the innovation policy framework.
