中日大学科研投入与产出的比较研究

Chinese and Japanese Universities Compared in Research Input and Output

量化研究表明，近年来中国高校的科研实力有较大幅度上升，特别是教育部直属重点大学的科研成绩突成，包括经费投入的科研产出率在内的许多指针已经与日本大学接近。但是教师总体投入到科研工作的时间和精力较少，人均科研生产较低，对基础研究的重视依然不够，在科研投入中过分依赖物质投入而轻视人力投入。为此本文建议继续推行对大学的重点投入政策，适当降低大学的师生比，加大对基础研究投入，实行科研全成本核算机制。

The research capacity of Chinese universities has demonstrated a marked improvement in recent years， especially of those institutions directly administrated by the Ministry of Education. Chinese universities have achieved a similar level of research input and output as that of Japanese universities. However， disparities remain in terms of faculty research time， per capital research productivity， attention to basic research， and emphasis on materials as against human resources investment in research. The article recommends China to continue its concentrated support to key universities， lower student─teacher ratio， increase investment in basic research and implement research total coast accounting mechanism.
