日治前期敦促總督府在臺實施義務教育民意初探——以《臺灣日日新報》為中心的討論（1895-1919）

A Study of the Public Opinion Urging the Government of Taiwan to Implement Compulsory Education during the Early Japanese Colonial Era - A Discussion Based on Taiwan Daily News (1895-1919)

本文以總督府公文類纂等官方資料與《臺灣日日新報》為主要題材，透過內容分析，探討在臺實施義務教育一事成為1921年（大正10年）第一屆臺灣總督府評議會的焦點前，總督府對臺籍兒童義務教育的主張，以及《臺灣日日新報》中與義務教育有關的報導，以閱讀的能動性為著眼點，分析在當局與媒體彼此積極唱和的氛圍下，仍無法消弭臺籍人民敦促總督府實施義務教育的民意之可能原因。研究發現，日治初始之際，當局似有在臺實施義務教育的理想，然在財務與統治便利等現實考量下，倏然轉為無意進行。值此時期，《臺灣日日新報》多次透過報導，傳達當局不在臺灣實施義務教育的意旨，呼籲臺籍人民滿足現狀，似在刻意漠視敦促總督府實施義務教育的民意。然支持的言論並未歇息，《臺灣日日新報》開展了臺籍人民的思考與視界，讀者的主觀詮釋則使民意日漸偏離政策走向，逐步鬆動統治者的預設目的。

Based on the official files and reports in Taiwan Daily News, the article aimed to discuss how the Taiwanese urge the Government of Taiwan to implement compulsory education under the cooperation of policies and media. The study found that the authorities seemed to have the ideal of implementing compulsory education in Taiwan at the beginning of the Japanese colonial period. However, due to some practical considerations, they turned to have no intention to implement it. Taiwan Daily News stated that compulsory education cannot be implemented in Taiwan explicitly, and called on the Taiwanese to be satisfied with the status quo. However, the support for compulsory education for Taiwanese children has not stopped. Taiwan Daily News stimulated the thinking of the Taiwanese, also opened the horizons of Taiwanese. Readers’ subjective interpretations deviated from the ruling intentions carried by the governors and the newspapers.
