UNESCO、OECD與歐盟終身學習關鍵能力之比較研究

Comparative Research on Key Competences for Lifelong Learning of UNESCO, OECD and European Union

自1990年代中期迄今，基於實務發展需要，終身學習領域的一項重要焦點議題即是，終身學習關鍵能力的探究。就國際組織而言，迄今乃有聯合國教科文組織、經濟合作發展組織與歐盟，陸續針對終身學習關鍵能力提出概念內涵與發展構想。本研究以國際組織終身學習關鍵能力內涵之比較研究為題，旨在探究聯合國教科文組織、經濟合作發展組織及歐盟提出的終身學習關鍵能力內涵並進行比較，進而對我國未來發展國人終身學習關鍵能力提出具體可行之建議。具體研究目的有五項：一、分析聯合國教科文組織的終身學習關鍵能力內涵；二、分析經濟合作發展組織的終身學習關鍵能力內涵；三、分析歐盟的終身學習關鍵能力內涵；四、比較聯合國教科文組織、經濟合作發展組織以及歐盟所提出之終身學習關鍵能力內涵；五、根據上述三大國際組織之比較結果，提出對我國推展終身學習關鍵能力之建議。為達成上述各項研究目的，本研究採用文件分析法及比較研究法，進而獲致各項重要結論與建議。

Key competences for lifelong learning are very important for the development of learning societies. The UNESCO， OECD and European Union have been developing the concepts and contents of key competences for lifelong learning since the mid-1990s. In this study， which uses documents analysis and comparative method， the ideas and contents of key competences for lifelong learning among the UNESCO， OECD and European Union are analyzed and compared. The main purposes of this comparative study are to explore the contexts and contents of key competences for lifelong learningof the UNESCO， OECD and European Union， to compare the concepts and contents of key competences for lifelong learning of the UNESCO， OECD and European Union， and then to make some recommendations for the development of key competences for lifelong learning in Taiwan.
