菲律宾历任政府都十分重视实现教育平等和公正，促进教育公平被视为民主政治的核心内容。菲律宾的教育公平是指任何人都享有平等的、与其兴趣和能力相适应的受教育机会，而不因其社会背景、经济条件、种族、文化和个人情况不同而有所区别。促进教育公平就是要清除阻碍，让每个人都享有学习知识、培养个性、融入社会、顺利就业的受教育机会。

The Philippines’ successive government all take achieving educational equality and fairness seriously promoting. Educational equality is considered as the core of democratic politics .The educational equality of Philippines means that everyone enjoys equal opportunity of receiving an education which is suited to his interest and ability .It shouldn’t be different because of social background， economic condition， race， culture and personal situation .To promote educational equality is to remove obstacles and let everyone enjoy receiving an education of learning knowledge developing personality being harmonious with society and obtaining employment successfully.
