108課綱、USR計畫與地方歷史教育現場：以高雄市為例

"2019 Curriculum Guideline, USR Projects and Local History Education: A Case Study of Kaohsiung City"

近幾年來，臺灣的教育隨著108課綱實施及大學USR計畫推廣，逐漸有所變化，在歷史教育部份，108課綱的校定課程及高中「探究與實作」課程，以及大學的USR計畫，都讓歷史教育更著重在地歷史討論。而實際上，文化部及各縣市政府，也陸續推出地方歷史相關的文化資產場域及節慶，這些歷史教育現場都非常適合108課綱及USR計畫的在地歷史教學。本文以高雄市為例，討論文化部及高雄市政府近期幾個歷史相關景點及節慶：見城計畫、高雄一百及高雄市立歷史博物館，發現不論是常設的館舍，或是新的計畫，文化單位與教育單位都沒有充分合作，而少數合作的案例，則可看出成效非常良好。由此研究可看到，文化單位與教育單位應互相合作，讓教育機構能夠充分利用文化系統的歷史教育現場，方能獲得更好成效，達到雙贏。

"In recent years, education in Taiwan have seen many changes with the launch of the 2019 Curriculum Guideline for 12-year basic education and USR projects in universities. In terms of history education, the 2019 Curriculum Guideline, the “praxis” class in high schools, and the USR projects in universities had shifted the focus more toward local history. In fact, the Ministry of Culture and many city and county governments also opened many new venues and facilities, as well as organized various festivals and activities based on local history, providing good resources for local history education under the curriculum guideline and USR projects. This article focuses on Kaohsiung City, covering several recent historical venues and activities launched by the Ministry of Culture and Kaohsiung City, including: Old Fongshan project, Kaohsiung 100, and the Kaohsiung Museum of History. Be it existing facilities or new projects, we will oftentimes see there is a lack of cooperation between cultural and educational units. And among the few cases where there is cooperation between the two, we can see better results. This study will show that cultural and educational units really should work together, so that historical sites and facilities can be better utilized by schools and educational institutions."
