中文摘要 | 我國在2003年公布「非正規教育學習成就認證辦法」,並於2006年委託國立臺灣師範大學設置「非正規教育課程認證中心」,依據此認證辦法試辦非正規教育課程認證,所採行的認證模式屬於方案中心取向的課程認證。在同一框架內使所有的學術和職業資歷得到認可,並能夠相互承認、轉移與銜接是國際間設立非正規高等教育與高等教育課程認證的終極理想,甚而未來能得到跨國教育認可與認證,以至能達成全球標準一致的目的。然而揆諸國際相關經驗,認證實施後,將產生必須因應的正規與非正規、非正式教育的相互承認、轉移與銜接的問題,而我國試辦非正規高等教育層級課程的認證,未來亦需面臨到此類相關議題。本研究應用德懷術進行專家意見調查非正規高等教育層級之課程認證,以探究與分析非正規與正規高等教育專家對此課程認證制度的觀點。 |
英文摘要 | After the release of “Regulation for Non-formal Education and Learning”, the Ministry of Education has commissioned National Taiwan Normal University to establish the Center of Accreditation for Non-formal Higher Education. According to the above, Regulation the Center is conducting the accreditation exercise of curriculum offered by non-higher ducationinstitutions. A system of accreditation for non-higher education is in developing in Taiwan. Within a framework various qualifications and certificates and learning achievement can be recognized and transferred that would be a targeted ideal of accreditation for non-formal and formal higher education. However, from international experiences after the implementing of accreditation the problems of how to recognize and transfer between formal and non-formal learning and education would emerge. The need of accreditation, for non-higher education has led to the relevant system established, and this has supported the necessity and importance of this research. In this research a survey of Delphi method was used to look at and analyze the experts’ opinions on the accreditation policy for non-formal higher education in Taiwan. |
