The Consensus and Strategies for Empowering International Education and Competitiveness

台灣大學生原來具有的前瞻性國際視野，與充滿國際競爭力的社會，正在退步中。八十年代的國際教育榮景與英語文活力，也已從高峰逐漸下滑。如今，我們應如何努力重啟原有的教育潛能，回歸教育正軌，並與全球同步，則有待全民與政府的共同努力。這對台灣在二十一世紀的全球化多元發展，影響將極為深遠。落實國際化教育與提升國際競爭力，應當列為國家的重點政策，也是當前台灣的全民共識。本文從二十一世紀全球高等教育發展與人才培育的宏觀層面，透視當前台灣的高等教育現象，並提出改革之雛議。

In the process of internationalizing education， Taiwan was once hailed as a leading country in its success in “Human capacity building” in the global context. As never before in the long history， Taiwan has been globally recognized for its international competitiveness made possible through the vibrant local and international education systems and dynamic practice. And yet this Taiwanese legacy is gradually eroding for some reasons. To rejuvenate Taiwan’s past glory and competitiveness， education internationalization and the fostering of holistic English and foreign language skills must be implemented substantially.
