Alternative Models of Cross-school Integration with Innovation Management for Small Rural Schools
In the era where education equity and social justice is at the center focus, it has become the universal values to promote education quality for small rural schools. Declining birth rates in Taiwan has caused political debates on whether small rural schools should continue to operated or closed down. To solve the problems of small rural schools, central and local governments have launched various policy programs, guidance and regulations, in order to correspond with different school needs. Even though the transformative and innovative approaches of small rural schools have shifted from school consolidation or closure to becoming an experimental school or character school, they only pay focus on one single school. The article explored four alternative models of cross-school integration with their innovation management for small rural schools through examining the operation model, organizational structure, staffing, curriculum and instruction, and feasibility assessment of each model. We hope that it could become a reference for policy makers in solving the problems of small rural schools.
