臺南郡城林朝英、石時榮事蹟與對社會影響之研究

The Study on the Social Impact from Achievements of Lin Cao-yin and Shi-Rong Shih of Tainan City

臺南郡城為全台古老的城市，清代中葉府城港口運輸興盛促進地方商業發達，林朝英、石時榮所揭起成為郊商領導者；以買賣獲利，性格為人慷慨樂善好施，將所得利潤部份做為回饋社會，濟弱扶傾公益為原則。協助官方政策不及之處，林朝英擔任光祿寺署正之職務，修建文廟獲朝廷賜予「重道崇文」石坊。在社會救濟及書法藝術皆有傑出成就；石時榮任三郊董事解決抗官民變、族群械鬥層出不窮，協助官府先後平定林爽文、蔡牽等諸多事件，對社會的救濟與經濟事業，帶給府城繁榮安定生機。
本篇論述林朝英、石時榮一生所經歷諸多民變事件，對於府城社會具有振興文教、修建廟宇、平定民變、修築城防、經濟振興、回饋社會等那些諸多貢獻，作者配合著田調發現遺留文物印證諸多事蹟；故將兩人事蹟還原，並探討兩人當時在社會上所呈現的何種重要角色，對府城有何社會影響，作為本研究焦點論述之。

Tainan City is the most ancient city in Taiwan. Port transportation flourished in Tainan City after the mid-Qing Dynasty and promoted local business As leaders of businessmen, Lin Cao-yin (林朝英) and Shi-Rong Shih (石時榮) made profits from trading. They were generous and philanthropic part of their profits spent on their community to take care of those in need.They assisted in areas not covered by official policies. Lin Cao-yin served as Shuchen at Guanlu Temple, building a stone arch awarded by the government with the words “Valuing Tradition and Respecting Culture” on it. He had significant contribution in charity activities and calligraphy art. As the director of San-Jiao (三郊), Shih Shi-Rong solved anti-government civil commotions and endless ethnic fights, assisting the government in putting down events raised by Lin Shuang-wen and then by Cai Qian. Their charity activity and business brought prosperity and stability to Tainan during the years from Qianlong to Tongzhi reigns.
This article describes the civil commotions Lin Cao-yin and Shih Shi-Rong experienced throughout their lives and their various accomplishments in revitalization of culture and education, construction of temples, putting down civil commotions, building the city defense system, economic revitalization, and contribution to the society. Material discovered during fieldwork was used to verify their accomplishment, and therefore this article restores the accomplishments of these two businessmen discussing and the important roles they played in their society and their social impact on Tainan City. These are the focus of this study.
