中文摘要 | 德國在爭議與討論多時後,終於在2005年由聯邦與各邦政府提出「聯邦與各邦促進德國高等學校學術與研究之卓越計畫」。透過「學術與研究卓越計畫」的推動,德國冀望增強高等教育機構之間的競爭,打造在國際學術上的頂尖地位,其中又以「未來構想」計畫的選拔最受注目。本研究即以此為主題,除透過相關文獻與文件之探討,深入瞭解德國推動「未來構想」選拔時的相關程序、標準與結果外,更進一步分析德國所推動的「未來構想」計畫為其高等教育所帶來的影響;其次,在德國高等教育的傳統中,分別針對此計畫所牽涉到的爭議與討論、高等教育機構之定位、聯邦政府的角色等面向提出反省與思考。 |
英文摘要 | After the 1980s, the pursuing of the “top,” “excellence,” “elite,” “first class” and so on, is the main goal of higher education in many countries. After a long term dispute, the German Federal Government and the states proposed a project called “Initiative for Excellence” in 2005. In doing so, the German government aids universities to promote their status to the top in the world by enhancing the competition among higher educational institutions. The most essential part of the project is the selection of the best “Zukunftskonzept” (institutional strategies) universities. Therefore, this study shed light on the part. In addition to exploring the relevant procedures, standards and results by reviewing documents and literatures, researchers also investigate the impacts thus caused. Finally, authors reflect on the controversies about this project, positioning of higher education institutions and the role of federal government in the context of the tradition of German higher education. |
