The Challenge and Perspectives of Reinventing Taiwan’s Higher Education: Peril and Promise

台灣的高等教育正面臨空前的挑戰：空前危機中，帶著變數與轉機。在台灣高等教育品質與國際視野日趨式微的時代中，我們亟需凸顯國際化教育的核心內涵與創新挑戰精神，來重建台灣原已傲視全球的全民和國際化教育成就。近二十年來台灣的教育改革發展在未盡成熟的民主之浪潮、民粹壓力之震盪與社會價值觀偏差之誤導下，正逐步走入歧途，導致現今大學過多、同質性偏高、資源浪費、品質相對低落；同時也造成現代人才培育的嚴重陷阱。不幸的是少子化與現時政治反常發展的影響，台灣正逐漸與二十一世紀國際高等教育標榜的實質內涵與核心價值背道而馳。長此以往，台灣在未來國際社會中的地位，與政經文教暨科技發展的前景，可能隨著其他國家的進步而被邊緣化。針對當代高教危機，本文將從新世紀高等教育全球化與國際化的精神中，探討如何設法藉由大學生基本人文素養之建構與引導、大一學生的啟蒙策略、大學治理與整併挑戰、教學品質改善與提升英（外）語文全方位溝通能力，進而拓展專業暨背景知識、創新認知與國際宏觀，達成二十一世紀國際人才培育，與有效提升台灣國際競爭力的終極目標。

The current development and future prospect of Taiwan's higher education have been overshadowed with pessimistic outcome since an irrational education reform was initiated by a group of short-sighted but politically active education "reformers" in the 1990s. Impacted by the misled national policy of higher education in the past two decades, the quality of college students has plummeted, causing Taiwan's overall international competitiveness to decline by and large. This research is devoted to analyzing the cause of declining quality of Taiwan's education, and will propose how the situation can possible be averted through vigorous promotion and best practice of internationalized education schemes. By branching out the territory of higher education globally, the stakeholders can learn to be aware of the core and universal value of internationalized education through effective teaching, research, and student/faculty exchange in a global context, together with the enhancement of freshman mentoring and the communication orientation of the English language. It is through this challenging approach that the quality of Taiwan's higher education can be timely reinvented , and its international competitiveness can thus be enhanced in the long run.
