For the Lifelong Development of Every Citizen:Exploration on Building Shanghai into a Learning City

上海自1999年率先在国内提出建设学习型城市的发展目标。本文简要回顾了本市建设学习型城市的发展历程，从政府主导、法制建设、体系与资源建设、学习型组织与社团发展、文化发展等五个方面梳理了创建工作重点，指出理念创新、制度创新、工作模式创新与学习模式创新等是上海推动学习型城市发展的重要经 验。而未来上海学习型城市建设工作的推进，将通过新ー轮体制创新与理论创新，追求融通、优质、普惠等更高远的学习型社会发展目标。

In 1999 Shanghai took the lead to propose the developmental objective of building itself into a learning city in China. While reviewing the process of the city's seeking after the objective along the way， this paper clears up the key emphases in the work from five aspects， which are governmental guidance， legal construction， system and resource construction， learning organization and association development， and cultural development. It points out that innovation on concept， work mode and learning mode are important experiences Shanghai has gained in promoting learning city. In the future， with a new round of institutional and theoretical innovation， the cause of constructing Shanghai into a learning city will be carried forward further and new long-sighted goals of accommodation， high quality， and public welfare will be pursued for the city's development.
