“技术启迪智慧”项目对农村基础教育信息化的影响———以江西省吉安县为例

Impacts of “ Inspiring Young Minds%22 Project on the Basic Educational Informatization in Rural China:A Case Study of Ji'an County Jiangxi Province

为提高农村基础教育的有效性，中央电化教育馆与联合国儿童基金会北京办事处在英国电讯公司资助下启动的“技术启迪智慧”项目实施已有三年。为准确了解项目实施的成效及其对农村基础教育信息化产生的影响，笔者对该项目在对江西省吉安县的实施情况进行了实地走访调研。通过听取项目学校汇报、考察项目设备使用情况、座谈与访谈、课堂观察、问卷调查及信息技术能力测试等方法，笔者了解到该项目的实施对江西省吉安县基础教育信息化的影响是十分深远的，且已形成了独具特色的项目模式和值得推广的成功经验：项目配备的基于移动上网设备的ICT中心使项目学校师生普遍受益;城乡互动的网络学习社区促进了优质教育资源的共建共享；专家培训和城乡校际协作促进了教师的专业发展；学校应用ICT中心开设信息技术课程，开展兴趣小组活动和城乡两地协作探究活动，提高了学生的信息素养，促进了学生综合能力的发展;通过项目辐射影响，推动了全县基础教育信息化进程。

In order to improve the effects of basic education in rural areas， ＂ Inspiring Young Minds ＂ projects initiated by Central Audio-Visual Education of the Ministry of Education and UNICEF Beijing Office， under the auspices of the British Telecom， has been implemented for three years. In order to accurately examine the effects of the implementation of the project and its impact on the rural basic educational informatization， the authors conducted field visits in Ji an County， Jiangxi Province. Through the reports of project schools， the investigation of the project equipment usage ，discussions and interviews， classroom observation， surveys， IT proficiency tests etc. ， the authors learned that the implementation of the project has far-reaching impacts on the basic educational informatization in ji an County. The project implementation followed a unique model and has been a successful experience. The teachers and students involved in the project have benefited greatly from the mobile device —based ICT Center. The online learning communities have improved the urban and rural interactions and the sharing of quality educational resources. The expert training and the urban and rural schools ' collaboration have promoted teachers ' professional development. In addition， the students have improved their information literacy and comprehensive competence through the IT courses， the interest group activities， and the urban and rural schools inquiry activities offered by the ICT Center. The basic educational informatization of the whole county has also been driven by the radiation of the project.
