How to Reach a Consensus on Educational Reform
The top-down mode of education reform is facing many difficulties at present. If the interests are not overlapping but separated， three conditions must be satisfied if we want to mobilize more main forces of reform to participate in or take part in the reform. The first is to answer the question of why to reform， to respect the tradition of educational development and to adhere to the local economic and social development， so as to reach a consensus of value. The second is to answer the question of what to change， adhere to the unity of the social scale and the educational scale， so as to reach the consensus of demand; The third is to answer the question of how to reform， and adhere to the common governance of the stakeholders， so as to reach a social consensus.
