中文摘要 | 自上而下的教育改革模式在当前面临着诸多困境。在利益分离而不是重叠的情况下,要调动更多的改革主体力量参与或投身改革,必须满足三个条件:一是在回答为什么要改革的问题上,尊重教育发展传统,坚守本土经济社会发展实际,从而达成价值共识;二是在回答改什么的问题上,坚持社会尺度和教育尺度的比较整合,从而达成需求共识;三是在回答怎么样改革的问题上,坚持利益相关者共同治理,从而达成社会共识。 |
英文摘要 | The top-down mode of education reform is facing many difficulties at present. If the interests are not overlapping but separated, three conditions must be satisfied if we want to mobilize more main forces of reform to participate in or take part in the reform. The first is to answer the question of why to reform, to respect the tradition of educational development and to adhere to the local economic and social development, so as to reach a consensus of value. The second is to answer the question of what to change, adhere to the unity of the social scale and the educational scale, so as to reach the consensus of demand; The third is to answer the question of how to reform, and adhere to the common governance of the stakeholders, so as to reach a social consensus. |
