宜蘭縣深溝村半農半 X 發展之社會設計

Social Design of Shengou, Ilan Half-Farmer Half-X Development

因風土特性、農地政策與人口過疏化，導致深溝村從傳統農村轉型為生態農村，其改變的力量，主要來自一群移居入籍深溝村的都會青年。本研究透過行動者網絡理論(Actor-Network Theory， ANT)檢視10個社會設計的行動方案，研究發現其對傳統農村的轉型效益有：(1)以社群支持型農業(Community Supported Agriculture， CSA)股東、群眾募資和未來農夫等外來行動者為目標對象，無論是資金投入或參與實際行動，促發外來行動者的角色移動，並深化與在地的關係。(2) 在地行動者、非人行動者以及外來行動者三者之間的連結誘發新角色加入，建構出深溝的新農村基底。且社會設計方案已將深溝村由傳統農村轉型為生態農村的過程，發展出三個設計模式：(1)食農教育示範模式、(2)營造美麗家鄉模式、與(3)遞補農忙缺工模式。研究建議深溝生態農村未來在經濟規模的發展，可借鏡有機農產生產合作社和產業六級化模式。

Because of the local properties， agricultural policies， and over-thinning population， Shengou Village has transformed from a traditional rural village to an ecological one. The power of transition is supported by a group of young people moving from cities to Shengou Village. By inspecting the 10 projects of social design， the research found their benefits for the transformation of traditional rural villages. First， these projects targeted at CSA stakeholders， crowd funding， future famers， and other foreign farmers. They promoted their role movement and strengthened the relationship between foreign actors and the village through the capital investment or practical participation. Second， the cycle of local actors， nonhuman actors， and foreign actors， together with the participation of new roles， construct the new rural base of Shengou Village. And the social design projects have transformed the Shengou village from the traditional rural area into the ecological countryside. Three design patterns have been developed: (1) Demonstration model of food and agriculture education; (2) The creation of a beautiful hometown model; and (3) Supplement model of busy lack of work. The research suggests that the future development of eco-countryside in Shengou areas can be modeled on the six-level production of cooperatives and industries through organic farming.
