英文摘要 | The quality of doctoral education is essential to the potential and quality of a nation's economic and social development. Conducted by six U.S. federal agencies, the Survey of Earned Doctorates (SED) is an annual census of all individuals receiving a research doctorate from an accredited U.S. institution in a given academic year. This paper makes an exhaustive analysis of the background, the organization, the usage of survey data, the annual report, the survival of the project, and other related important dimensions of SED. It is concluded that China must follow the transition trend of "data-driven decision-making model" in the field of public administration and set up a project on "The Survey of Chinese Doctoral Recipients" as soon as possible. |
