The Ideas, Dilemma and Breakthrough of University Governance Reform: A Review of the Symposium on the Reform of Establishment and Governance of University Departments in China

On May 19 -21， 2017， the Symposium on the Reform of Establishment and Governance of University Departments in China was held in Shanghai. Experts and scholars had in -depth and heated discussions on the setting of departments， ideas and dilemma of governance and governance strategies from the perspectives of academic research and reform practice. The ideas of reform from top to bottom and from bottom to top should focus on lowering the center of governance， activating academic spirit and enhancing governance capabilities of modern departments. The reform of department governance is mainly faced with basic and preset difficulties， which also shows that the reform is still at the initial stage. The two key problems lie in the establishment of departments and academic power. The measures of the reform include establishing modern department governance system， implementing department setting standards， and formulating power list.
