Is Local Protectionism Responsible for Unfair Distribution of High-Quality Higher Education Resources Across Provinces? ： A Quantitative Study of Higher Education Enrollment Rate of 211-Project Universities during 2005 and 2015

For the past few years，the debate about interprovincial uneven distribution of high-quality higher education resources has aroused social concern， and local protectionism is always accused of the prime cause . By using a comprehensive database covering 111 211-preject universities，this study aimed to find out the internal relations between high-quality higher education resources and local protectionism using statistical analysis， and explore the actual factors that led to interprovincial differentiation. Result shows that the distribution of education resources was signiticantly uneven among 211-project universities， and this interprovincial differentiation showed no sign of elimination in the past decade. Meanwhile， the interprovincial differentiation in education resources was not caused by local protectionism; instead， tt was closely related to the enrollment quota allocation in and outside the given province. In order to maintain fairness in higher education more effectively，we suggest that Chinese government should properly control the interprovincial differentiation in education resources and increase the enrollment rate of students from disadvantaged provinces in other provinces.
