Modern University System: A Centennial Topic

《国家中长期教育改革和发展规划纲要（2010-2020年）》的颁布掀起了一个探讨现代大学制度建设的新高潮。探讨现代大学制度建设需要从基本蕴涵、参照模型、核心内容和逻辑起点这几个方面着手。通过对现代大学制度研究的反思得出：现代大学制度可以溯源到洪堡建立柏林大学，当前主要参照的是美国大学模式。在我国建设现代大学制度的进程中，最急需调整的是学术与行政之间的关系，这首先要从明确学术权利起步。

The issue of the “Outline of China's National Plan for Medium and Long-Term Education Reform and Development (2010-2020)” ignites heated discussion on the establishment of Modern University System. There are a series of questions to be clarified, i.e. what is the meaning of Modern university System, what can we learn from other countries, what is the current situation of our country, and where is our starting point, etc. It is found that Modern University System could be traced back to Humboldt Berlin University and American Universities serve as a contemporary model for China. It is imperative for Chinese universities to address the relationship between academia and administration. In essence, a redefinition of academic rights needs to be put on top of the agenda.
