美国基础教育改革战略新走向—“力争上游”计划述评

New Trends of the Strategies of U.S. Fundamental Education Reform──Reviewing on the “Race to the Top”

2009年美国教育部推出“力争上游”计划，这是关国最大的联邦教育投资计划。本文基于“力争上游”计划缘起的分析，较为全面地介绍了“力争上游”计划的主要内容：聚焦四个关键领域、确定时间表、排列优先等级和设定选择标准。文章还反思了我国教育改革中需要注意之处：关注教育改革的重要领域，体现教育改革推进中的竞争性，重视教育改革的实践过程。

U.S Department of Education offered “Race to the Top” which is the biggest federal investment to date in 2009. Based on the analysis of “Race to the Top”, the paper presents the important contents of the “Race to the Top”, including focusing on four key areas, establishing the timetable, setting the priority and conforming the selection criteria. The article then provides some reflections on the process of education reform in China. It should pay attention to the important areas in the education reform, reflect the competition in the implementation of the education reform and attach importance to the practices of the education reform.
