英文摘要 | This essay elaborates on the policies concerning abolishing and converting humanities and social sciences (HSS) organizations for national Universities in "A Review of the Organization and Operation of the National University Corporations and Other Higher Educational Institutions" issued by Japan Minister of Education, Culture, Sports, Science and Technology in June, 2015, as well as their implementation. Based on the ideals of higher education, relevant policy texts and national statistics, this essay points out that certain misinterpretation exists in the discussion of the policies. Fundamental and intensive HSS education should be distinguished from vocational and practical art education such as "zeromen" normal programmes. The former needs to be decided by the universities themselves while the latter should comply with the demands of the society and the market so as to adjust themselves. Since the HSS admission structure in Japanese national universities hasn't been changed for ten years, the reformative motion of the government shows its respect for the universities to seek selfreform. Only through the balance of these two tasks can the universities handle the neither intimate nor aloof and inter-dependent relationship with the government. |
