特殊教育師資專業能力分析研究

A Survey on the Professional Competency of Teachers of Special Education

我國教育當局近極力倡導並先後委託學術研究機構進行中、小學教師優良態度及基本能力的調查分析。民國六十四年,由高雄師範學院完成「師範生教育標準」之研究:分析中、小學優良教育一般品質與能力,中學優良導師基本能力,中學優良國文教師基本能力。民國六十五年,由政大教育系完成「中、小學教師優良態度」調查研究。同年,台灣省國校教師研習會亦完成「國小教師基本能力」之調查分析;此外,國校教師研習會復於民國六十六年完成國小主任、國小校長及督學基本能力調查研究。足見教師專業能力的培植與研究,已深受教育行政當局的重視及學術研究機構的支持。
本文研討的目的有四:(1)了解各類特殊教育教師共同需要具備的專業能力。(2)分析特殊學校,特殊班級及普通班級教所所需具備特殊教育專業能力的程度,並比較其看法。(3)探討特殊教育培計劃的改進途徑。(4)提供特殊教育教師自我評鑑及師資培育機構規劃課程的參考。

In recent years under the planning and guidance of the Ministry of Education, the development of special education in the Republic of China has moved into a new ear. This new aspect of educational development ought to bring with it a greater excellence in teacher training. According to research literature, importance has recently been given in the United States to competency based teacher education, where it figures in the standards of teacher qualification and curriculum reformation. Obviously, the educational, social and cultural background of the United States is different from that of the Republic of China. But in the early stages of the development of special education, a study of special education teachers along the lines of professional competency should have a deep and lasting significance.
There are four main purposes of this study:
(1)To understand what professional competencies are most needed for special education teachers;(2)to analyze the degree of competency between teachers of special and general classes and to compare the viewpoints of different types of special teachers;(3)to search out a course of action to improve teacher training for special education;(4)to offer a reference point for teacher selfevaluation as well as curriculum planning for those involved in teacher training.
