基于实证调查的独立学院转设政策研究

An Empirical Investigation on the Transformation of Independent Colleges

独立学院转设是国家重要的政策导向，是发展民办高等教育的有效途径，也是地方经济社会转型 升级的需要和其自身持续发展的需要。2008-2015 年，全国共有52 所独立学院转设为普通民办本科高校。 通过对这52 所高校的调查发现，独立学院转设比例偏小，转设区域分布不均，转设后发展基本平稳。基于 此，本文提出完善我国独立学院转设政策的建议：根据国情适当修改完善转设标准；加大对独立学院转设的 扶持力度；健全独立学院转设相关法律法规；加强独立学院转设后发展的指导。

As an important national policy， the transformation of independent college is an effective way to develop private higher education by fulfilling the need for its own sustainable development and for local economic and social transformation and upgrading. Between 2008 and 2015， 52 independent colleges were transformed into regular private colleges. The findings of the investigation are summarized as follows: the overall proportion of transformed independent colleges is low; the regional distribution of transformed independent colleges is uneven; the transformed independent colleges generally maintain stable development. On this basis， several policy suggestions are put forward on the transformation of independent colleges in China.
