University Governance：Pains and Treatment

结合学理和现实，从权力配置与权利保障这两个要素出发，研究了现代大学治理权力配属之痛、实现功能之难和大学治理之要，提出了现代大学治理体系建构中存在的柔性治理的可能、权利制约权力的可能、议行合作的可能、统一与个性结合的可能、可变治理体系的可能。

From the perspectives of both academia and practice， the paper addresses the pains of power arrangement， the difficulties in performing university functions， and the essentials of university governance， based on the key concepts of power arrangement and assurance of rights. The paper discusses several possibilities in the establishment of modern university governance system， including soft governance， the restriction of power by rights， the coordination between decision -making and execution， the balance between unity and diversity， and the adaptability of governance structure.
