In the modernization drive of higher education governance， the governance system and governance capacity are of great priority. In the course of over 30 years of reform and opening up， China has continuously deepened its reform of higher education governance with increasingly clear requirements. The modernization of higher education governance system and capacity should follow four cardinal principles， including scientific governance， democratic governance， governance by law and process governance.
