The importance of school governing bodies has become more and more important even since the 1980s， yet frequent education reforms and policy variance， declining roles of local authorities， diversifi ed and complicated school types and governance models， as well as the increasingly rising demands for accountability， culminating in the overload， complexity and arduousness of their work， thus render their role and responsibilities seldom known to the public. The emergence of school governing bodies not only betokens education democracy， but also a change to the notion of education and learning.
