A Probe into the Connotations of Quality Development Paradigm in Higher Education

高等教育“质量评估”与“质量管理”的传统范式亟须向“质量发展”范式转型。“质量发展”范式丰富和发展了传统质量范式，具有时代需求与历史基础。高等教育质量发展范式的基本内涵为：高等教育质量发展是一种复杂、开放的“系统质量发展”；高等教育质量发展是以提高质量为中心的过程与事实的统一体；高等教育质量发展以提升学生学习质量为核心任务；高等教育质量发展具有协同性和建构性。

It is imperative to promote a paradigm shift in higher education from ＂quality assessment＂ and ＂quality management＂ to ＂quality development＂. In line with the demand of the times， ＂quality development＂ paradigm can enrich and expand the traditional paradigm. The connotations of quality development paradigm in higher education can be summarized as follows: a complex and open system for quality development; a unity of process and fact centered upon quality improvement in higher education; the enhancement of student learning as the core task; the coordination and construction between subjects and objects.
