The Promulgation of ＂University Academic Committee Regulations＂ is undoubtedly good news for the improvement of university governance structure. Through a comparative analysis between the draft and official text， the authors summarize differences in terms of norm， amendment and supplement. Compared with the draft， the official text reflects breakthroughs in many aspects， but there are also some drawbacks. It is imperative to further clarify the connotation and border of academic committee's power， rationalize the internal relationship of academic governance structure， and strengthen the restrictive mechanism of academic power in the implementation and revision of the regulations in the future.
