Who Are Selecting University Presidents? A Case Study of American State Universities

美国州立大学校长遴选是高度政治化的过程，受到立法机构、法院、媒体、州长、州高等教育治理机构和师生等多方利益群体的影响。基于共同治理理念下的校长遴选制度保证了各利益群体的参与权，但是也使得遴选过程变得复杂和困难，并导致诸多遴选失败案例出现。而不管是基于共同治理模式下的利益相关者参与的开放遴选，还是基于威权治理模式下的封闭遴选，都必须致力于解决参与者的合法性、权威和责任之间的平衡问题。

The selection of university president is a highly political process in American state universities in which various interest groups participate， including legislature， court，media， governor， governing board and faculty. The presidential selection model， which is based on the notion of shared governance， makes the selection process complicate and difficult and brings about many failed cases. Both the transparent selection procedure based on shared governance and the non-transparent selection procedure based on the authoritarian model need to strike a balance between legitimacy， authority and responsibility for participants.
