中文摘要 | 高校学科规划在高等教育管理中的地位越来越重要,如何突破经验决策的局限,实现学科规划的科学决策是问题的关键。尽管政府和高校都越来越重视数据分析在学科规划中的作用,但是简单化、绝对化的数据分析却可能将决策过程引向歧途。将循证决策模式引入高校学科规划必须遵守循证过程的基本步骤:提出问题、证据检索、严格评价、决策与行动。其中,证据的检索和分析过程尤其重要,需要坚持基于事实型数据、专业方法和专家智慧的分析模式。同时,由于高校学科规划本身所具有的独特性,同行评议也是必须考虑的重要变量。 |
英文摘要 | Discipline planning is becoming more and more important in higher education management. Experience-based Decision Making Model has many limitations. Although the government and universities are increasingly laying emphasis on data analysis in discipline planning,the simplistic and absolute approach in the use of data analysis may mislead decision makers. Evidence-based Decision Making Model consists of four steps: raising a question, searching the evidence, evaluating the evidence, and making decisions. Factual data, professional analysis and experts' wisdom are keys to the process of evidence search and analysis. In view of the unique characteristics of discipline planning, peer review is also a very important variable. |
