In its revision process， it is characterized by the administrative authority intervening university autonomy， the government strengthening the management of the University，and the President having more power. For our country in the institution of uni- versity regulations process，some principles should be stuck to as follows ： timely modifying，strengthening links between the university and society，and protecting the freedom and quality of teaching and research， etc．
