有效運用公私合夥關係推動政策之探討─以申辦2017世界大學運動會為例

Effective use of public-private partnerships to promote discussion of policy-in order to bid for the 2017 World University Games as an example

我國共計申辦5次世界大學運動會，申辦經歷長達14年，終於在第5次由臺北市於2011年11月獲選為2017世界大學運動會主辦城市。本次申辦，政府執行過程運用公私合夥關係，其成功的因素及相關執行過程值得探究。經以經驗總結法並藉由文獻資料探討，以及訪談業務主管機關等方式，瞭解其政策之研擬、執行方式、合作模式、彼此之角色與責任義務，並釐清其成功因素，希冀整個探討內容可以提供政府未來之學習標竿。另此次申辦成功，帶來軟、硬體之建設，將會塑造城市新發展、全體市民甚至國民的熱情參與，也落實健康城市概念，突破現有外交手法，更驗證出在參與國際事務上，政府不再是唯一的行為者，以政府與私部門的合夥關係，更能成功爭取到國際空間與提升國際能見度。

The bid， the Government used to perform public-private partnerships， and their success factors and implementation process is worth looking into. By way of experience and by discussion on the literature data， and interviews with business executives to know the mode of policy development， implementation， partnership model and the roles and responsibilities of each other， and to clarify their success factors， hopes the discussion will give the Government of the future learn a milepost.
