Tsinghua University and Interim Regulations on Higher Education ( 1961) : Tsinghua Experience and“Chinese Road”in Higher Education

The document of Interim Ｒegulations on Higher Education ( 1961) is of significance in the contemporary education history of China． It is the first historic document on higher education in China issued by CCP． Between 1958 and 1960，“education revolution”brought about lots of problems． Consequently，at the beginning of 1961，CCP leaders tried to make a new rule to amend the situation． Under the leadership of DENG Xiao-ping and LIN Feng，the Ministry of Education ( chaired by YANG Xiu-feng and JIANG Nan-xiang) investigated around from south to north． At last the document was accomplished in the autumn of 1961． TSINGHUA， as a top red university in China then，played an important role in this course due to the appreciation of CCP policymakers． To some degree，Tsinghua had creatively balanced politics and professional work，learning form foreigners while maintaining independence． In particular，it implemented the intelligentsia policy so well that all the faculty，students and staff worked brilliantly and harmoniously． In a word，Tsinghua had created a new way that intermingled red in politics and expert in profession，namely，road with Chinese characteristics． Ｒegrettably， in that political-cultural environment，all the endeavors including but not limited to the historic document were vitiated ( or ruined) by various factors． This article is just a preliminary research; subsequent studies are going on．
